It does not have to be centered to the transmission.There are many Ford and probably others that came from the factory like that.
Pinion does not need to be centered.

I used a duck bill porta power.Worked for me.

Look for numbers on the pushrod from the pedal to the booster.
cj5 jeep wheels are 4.5 .up to 1983 . Jeepsterman has new ones .Not cheap.

Depending on your wheel bolt circle ,the rotors could be Camaro or Volare -Aspen.
Have you checked the PS belt for tightness?
