I think they are full steel drums but maybe I'm wrong. In my opinion there is not enough overall thickness to do it that way.
But doesn't look the same as original if someone wish to keep it looking original.
It's probably old reproduction part, that's why patina is present. Never seen those drums as reproduction part.

I can heat it up with TIG on couple of places and it should shrink enough to make it easier to remove.
