I have seen Poly fail over bare metal before, I don't know what kind your using I know you said its supposed to be ok over metal, but poly usually...
What brand materials? I use pretty much that same process all the time. Ill put a alot of polyester on sometimes, maybe prime and block 2 or 3...

use an etch primer first (the transparent green stuff that stinks), let it flash and then 2K urethane primer. If you have bare metal it has flash...

When you say the truck is stripped, you mean he stripped paint off? If its just peeling on its own, you will still need to sand the shit out of it...
