Hagan sells conversion kits but you may not like the frenched look. There is a how-to section that may give you some ideas.
It seems to me that the simplest way is to use the '35 16 inch wheels. If you have 21 inch wheels now that would drop you about 2.5 inches.

I believe that Model A windshield frames vary in size depending on year and body style.
Bratton's and Snyder's each list several variations of windshield frames. Their descriptions don't specify dimensions, only years and models.
Not allowed in NJ, but my 38 Chevy coupe is registered in MI with YOM plates.
