what is the rpm of the drill? may not be getting enough spin on the pump to bring the psi up to around 20.may just be enough to fill the filter...

couple thoughts and info from the net. thermostat-stuck/part open. water pump-pump fins worn/to much clearance in housing. head gaskets-wrong...

pull the wheel. check the plastic horn cam.not bent/broken and grounding on the mounting screws....
so you have a 4/5 pin relay so 87a is not used.
went to painless looked up the kit. 924 is from the horn goes to the relay. are you using a 3 or 4 pin relay for the horn?
the wire you want should be the ground trigger from the horn relay. sending 12v up to the horn button will be instant short to ground.:eek:

do the front signals flash with the rear hooked up left or right? maybe the flasher is too weak for the system. or signal assembley is shorted/shot
