Not with the tension modern clamps have. But if you buy the correct tool the modern ones are a breeze.
IF the access is there, I used vice grips. Problem is, many times there isn't a good straight sideways shot. The pliers in this ad with the box end are for the big ones and I've seen them work pretty well. I have not had a properly located and tightened clamp fail, it's always the hose or poor install. OR it's on a line without a flare, allowing the hose and clamp to slip.
I've always used whatever shitty pliers I have nearby, never had an issue with those clamps, and actually prefer them over the worm gear clamps. I like to point the tangs down when I reinstall, just for a cleaner look. A trick you can do is use a zip tie over the tangs to open up the clamp, and keep it open, then just yank on the tail of the zip tie to get it off when you reinstall the hose. Some of these clamps require more force to open, so the zip tie trick doesn't always work.
