Could be either one. Generally, I would suggest looking at the ignition system first, however: The RJH-08 Carter has a vertical standpipe that was originally made of zinc alloy which is a vital part of the main metering circuit. If this component is broken, as virtually ALL originals are, the main metering circuit would not function. Thus the engine would idle (totally different circuit) but not run above idle. I would look at the condition of the standpipe first. If the standpipe seems normal and unbroken, then I would go after the ignition. Jon.
If the problem IS in the ignition system it is with either the vacuum or mechanical advance. Take the carb apart and check the main well pipe. When you take the bowl nut off, looking inside for a pipe, there may be a hole in it as well. You may be able to sleeve it with a br*** tube (hobby shop) or drill the remains and press in a tube (not easy)

This would be the first place to look. Your accelerator pump and plunger would be the second place to look. You can get these parts here: http://www.fillingstation.com/ Have you been to the Vintage Chevrolet site: http://www.vcca.org/ ? The gents on the chat forum are very helpful. Good luck. -dave
