I realize that I can just drill the holes in the frame but, I am wondering why my ‘33-34 ford frame has no holes in it for the inn Er fender blisters? Can't answer your question, just that my frame had none either. I bought aftermarket splash aprons that came with no holes either so I drilled and tapped the frame and matching holes in the aprons. My problem was when matching the cowl at the rear, the aprons were a quarter inch from the frame there tapering to less than three sixteenth at the front. I figure just more faulty after market stuff and used spacers to bolt them in at the fame. I now have a tapered gap going forward between the frame and the apron but it goes unseen so no big deal.
