Price is in the eyes of the beholder, if it's what you want then it's up to you to decide. First off I'd look at body, frame, floor pans, suspension condition. Then comes paint, interior, body work condition. If all of those p*** my expectations then I move on to the things I like or dislike. Like the red is OK, I could live with it, but a deduction because I'd replace the headlight trim back to original chrome. The interior is just OK, the door panels are plain Jane, the seats just look like later model buckets, so the interior would be one of those things I'd change as time went on (tuck and roll) but it could/would still be drivable while I gathered parts. The engine is a deduction for me, just a belly ****on small block. Olds, caddy, flathead would be a plus. So as I said it depends on what you want. Then deciding what you can live with, what you want to change and how much it's going to cost you to fulfill your vision of the car... ...
IF the body was pure, not a bunch of bondo, the frame was in very good shape and not bent or rusted out. The floors were solid and it was safe to drive I'd be around 17,000 max. ...
It looks like at least a 20 year old street rod build. Body looks sound in the pictures, interior looks tired, suspension looks a bit awkward. How tired is the drive train? High teens would be a starting point if you like the car. Wheels, shifter, bumpers, antenna would add some substantial cost if you don’t care for them.
