I love this whole car, but especially the wheelcovers! Buick? Edit: not buick, '57 Olds is close, but not a match.
They could also be aftermarket. I looked through the 1959 J.C. Whitney catalog but didn't see anything that looked like those. They did have replacement short-bar Lancer caps for 36.95 a set!
I would bet on this. I've never seen any like them before, certainly not on any production vehicle. I think they're very good-looking, though!

Cool little rod! Is it just me, or does it seem like that steering wheel sits pretty far back from the windshield? With the motor mounted up high to clear the steering column, I wonder what the transmission hump is like in that thing.
I found the feature on that car from post #1039! Here it is from Rodding and Re-styling September 1956. 1932 Ford frame, article says the body was a 1931 Ford 3 window coupe!?! I was correct on the windshield it is from a boat. The fender well covers are removable. It also says it has an extra radiator under the cowl for additional cooling.
