1962 merc brake booster

    Next job on the list, rock solid brake pedal and no power. I've checked the vacuum and there is definitely sufficient up to the point of the pipe attaching to the booster casing.
    So I've taken the booster off and split the casing (has 12 or so screws around the perimeter) and discovered fluid inside, looks extremely old and almost water like, evidence of rust too so guessing this thing must have ac***ulated condensation at some point?
    The diaphragm is surprisingly effective and appears to work with no visible signs if damage, however when I push the plunger it does hiss and the air is escaping somewhere. My question is, is this gradual escaping of air correct or does it need to be completely air tight? My guess is that the shaft seal is letting some out, is this part available to buy?
    Failing all of the above, is there a replscement unit available for a 1962 merc monterey, baring in mind I'm in the UK so sending off for repair is not really an option for me.
