   will 28 29 panel delivery rear fenders fit my 29 roadster? just like they should or need to be moded to fit thanks

   No they are different. I would keep looking for roadster fenders. Coupe and pick up are the same as well. There are plenty out there and really not worth modifying the delivery fenders.
