'31 Running Boards

Does anybody know if the bracket that hangs down from the lower cowl is supposed to connect with the hole in the running board flange? I am trying to setup the running boards on a new chassis and want to make sure my alignment is correct.

That picture is of a 1930 runningboard/apron combo, not a full length one-piece 31 apron and separate board.
