the tube will move after you loosen the pinch bolt, however there is a hole in the tube for the steering lock that needs to line up to work, and should be covered by the column drop to keep dirt from going down the tube into the steering box

The pinch bolt appears to be some kind of rivet head looking at it from the bottom but there seems to be threads looking at it from the top, I can't figure it out

its a bolt that is designed to break off when they install it at the factory to stop thieves. when the column is out of the car the easy thing is to weld a nut on there, let it cool, and thread it out. replace it with an allen head screw, or new break away bolts are available. if in the car, you need to be more creative. try turning with a sharp punch, or try making a slot for a screw driver with a dremmel tool or hack saw. thinking some more on you first question, i dont think you will get an inch of travel to get on the steering box without losing the hole for the steering lock. its probably the wrong tube on the column

That makes sense, I'm using a vega steering box and I am not using the column lock , I think I'll just find a longer universal joint to connect the steering shaft to the box, thanks for the help
