Technical 37 Ford Cowl Vent Spring -- where does it go ?

When I hook the spring up to the obvious location it pulls the vent open -- not closed.

up inside the cowl vent all the way at the top there is a double hole -- one larger than the other that seems to be the obvious place to hook the top of the spring. Then down at the handle of the vent there is a cross shaft where the handle attaches -- that shaft seems to be the obvious place to hook the lower end of the spring --- but this placement pulls the vent open, not closed. So where is the spring really supposed to go ??
