The short hood hinge ( upper) bolt broke off. Hard to reach. Probably going to take the hood off. Any tips???

Can you weld a nut to the remaining part of the bolt?
If the hood fits well now it can be difficult to achieve a good fit again on those hoods.
Try all options before removing the hood.

I can not. Removed the hood to get the remaining piece out. Someone at some time has put a heli coil in it. Thanks for the reply. Only one I got. Anymore advice would be appreciated

Do you have room to tap it to a larger bolt diameter?

The '40 hood hinges are a horrible design and 'way under-built. Chances are yours are bent and worn as well as having been damaged in the process of replacing the bolt you just removed. The reproduction replacement hinges are even worse, being made of soft metal they tend to bind and then bend even when you're being careful. So, keep your eye out for a pair of new-old-stock hinges...or get ready for a lifetime of misery. Good luck!
