GM used the same fenders on several car models of that era. You might want to look into that. Tail light cutouts for tail mounts will be different and so will bolt hole for mounting the lights and the grill opening depending on model. Fabrication skills would be needed. See if you can access a Hollanders Interchange book. Maybe on the web.
'41 Chev Coupe (customer car) had a rear fender replaced previous to paint: I installed a rear axle housing, then added axles, brakes, pumpkin... Then wheels. But the right rear was inwardly 'offset'. Measured again, then again. Steel wheels were already reversed with Merc outers. But different. Dropped plumb bobs, lined up frame with a square. Damned if the right fender wasn't 3/4" deeper than the left! Otherwise? Identical.
