48 Fleetline; anyone know about Shift Linkage?

I have a 48 Fleetline areosedan 3 speed that's in overall pretty good shape. I see the vacuum shift assist was replaced with a mechanical shift system made up of two rods strait to the transmission. Both rods are fine, and the bushing are good enough for now.

My issue is the column control shift can move the gear rods just fine, but isn't hitting/moving the selector arm to move from the higher gears(2nd, 3rd) to the lower (1st, R). There was a spring attached to pull the selector arm up into the higher gears, then the column shift would force it down when it needed to be in the lower gears.

I'm not sure if this was the correct setup as I cannot find ANY documentation on the shift linkage at the column, only at the trans. Does anyone have this or have photos of a proper set up? I'll get photos up tonight of what I'm dealing with, maybe it's just a bad install.
