54 ford crestline skyliner newbie needs help!

im looking to purchace a 54 skyliner. what would be a decent offer to give him. car needs total resto. y block is been rebuilt as trans also. he wants 2500. car has rust on qtrs. and rockers. inner trunk left side. frt fenders lower rears. vehicle has been taken apart. what are these cars worth done? sorry for the amatuer typing its just me! scott, wisconsin. o also does someone still reproduce the top gl***?
