Well, I can tell you that the same thing is wrong with my 55 Fairlane. Someone told me that they are run off of the same voltage regulator under the dash, but I never really got in there to inspect. I have an aftermarket temp gauge and it would probably be cheaper for me to just get an aftermarket fuel gauge, too.

who needs a gas gauge? any way do you have voltage to the gauges. are the wires hooked to the sending unit? if you have voltage to the gauge then check continuity on the wire from the sending unit.

These things must be the ****pyest gauges ever made...
    I have had a '63 and a '64 Falcon, a '66 Ranchero and the '60 Truck I have right now.
I have messed with them, sometimes it is the regulator on the back of the cluster, sometimes it is the gauge itself.
And if they do work, they are not very accurate, most of the time.
I had the setup in my Truck working for a couple of weeks after I swapped the guts out of one of my spare Falcon clusters in it, and then it ****ped out again.
15 Dollar Autozone Gauges cant be any worse.
By now I have gotten pretty good at guessing how much gas I have in the tank.
And I carry a Gallon in a can for when I guess wrong...

if the gas tank is in the cab, disconnect the grd and the positive and touch the two. turn on the key, if the gauge pegs over all the way to the right that will pretty much tell you that at least the gauge is okay. Not a sure fire but usually a quick way to at least tell if the gauge is good. if it does peg all the way over i'd look at the sending unit before the gauge. same thing goes for the temp gauge. these are not sure fire but usally pretty safe bet.

I just went through the same thing with my 69 ford. If ya have a ohm meter you can also check to see if you have a open in the temp sending unit. Hope this helps
