Foot operated siren?

 

That was my first guess.

on my 47 ford theres a second "dimmer switch" to operate the presets on the radio

 

Follow the wires on the other one. Hope you aren't going to be one of those clowns that shows up at car shows in his Barney Phife getup.

 

It is a Seat Shocker connected to the springs in the rear seat . So on your ride to the County Farm , it will be remembered as a SHOCKING EXPERIENCE !

The “ police “ packages on cars usually include high horsepower engines, heavy suspension, larger alternators, sometimes extra wiring routed through the firewall, wider- heavier wheels , etc.
But, usually the car is “outfitted” by a company for a peticular law enforcement agency or by the agency itself.
Over the years I out fitted a lot of “ police” package cars into Fire Chief cars and every one I did was a little different.

That foot operated switch is probably set up to operate an old wind siren, as they have to be turned on and off ( cycled) during use. But could be any number of things, depending on the need of that peculiar dept.
