Before I moved to Tennessee I lived in either Lee, Russell, or Chambers counties for over 40 years. Moved up here about 3 years ago. During that time I had several fenderless cars and never had a problem. Check with your local Hi Way Patrol office. I'm not a lawyer and your milage may vary.
I have no idea what the laws are in Alabama. I can tell you here in Md. fenders are required but unless you are a complete idiot you won't get bothered by the "Man". So for me it's not what is the law... it's how is it enforced. Ask around at some local shows. They are the experts in this case.

Go to "code of alabama" and look in Title 32. http://alisondb.legislature.state.al.us/acas/ACASLoginIE.asp Doesn't look like there is a fender law; however, there are headlight and taillight requirements both as to height and brightness.
To my knowledge, there is no law requiring fenders on a car here. Hell, you can get by with just about anything missing on your car here. I passed an old VW on the interstate today in a rainstorm and it didn't even have a drivers door on it. Years ago there was a guy in a 57 Tbird running around with no doors,hood,bumpers or trunk. I see rods at every show without fenders. As long as you pay the tax I don't think they care.
The way I read 32-5-215 is that IF you have a windshield you must have a windshield wiper AND it must work. I do not see a requirement that you actually have a windshield. Some circles call that a loophole. Also, 32-5-213 - you MUST have a horn that can be heard from 200 feet away! Believe me if you ever drive on 65 you want a horn and will use it often.
I have owned 14 or 16 non fender cars t buckets/ t coupe/ 34 ford /rail buggy /baha type VW bug and several others as Art said drive nice and they will leave you alone.. I asked one police man why they did not say anything as every one leaving a car show was laying rubber. His quote was" we don't want to mess with a bunch of old men driving old cars" I did get a Muffler{or lack of} ticket in 1981.
