I have no idea how to fix the vacuum pump. But in the meantime you might look into gettng a MightyVac hand vacuum pump kit. They have a built-in vacuum gauge and will allow you to provide a controlled amount of vacuum to test vacuum advances, choke pull-offs, vacuum HVAC actuators and can even be rigged up to vacuum bleed brake systems. Maybe $30-$40? I bought a used one a few years ago in like new condition for maybe $10.

Also in one of your earlier posts you mentioned that your strobe lights looked dim. In one of the schematics you posted there appears to be both a ballast and a starter used in that circuit. If you're thinking of changing those lamps you might want to check the starter and ballast as well. Bad ballasts can shorten the life of the tubes.

I have a hand vacuum pump and tried it. I couldn’t get the piston to move, so there might be a leak within that vacuum circuit. There is no gasket or seal where the adjusting screw passes (is threaded) through the large nut. Might fool around with it a bit more, but got to get back to re-installing the distributor on the speedster for the first fire-up.
