Modify the tanks or the core? Is it an epoxied together radiator or a fully welded radiator? I've had TIG welders modify mine and it works fine. You need to explain more. Pat

There you go an answer in a few posts. That's the good thing about a welded aluminum radiator you can move the outlets and change the tank if needed. Pat

Look at where the radiator tubes enter the header panel. If it looks like there is yellow epoxy there, it is an epoxy core. Yours look OK.
Would think anyone who’s comfortable tig welding aluminum could do it? But if you want it tested etc when your done I’d give Orr radiator service in kck a try
As long as it hasn't had Anti-Freeze in it, it is just a fabrication/aluminum T.I.G. job. I lowered the outlet on this radiator, plugged the inlet and outlet filled it with water and used a hand held radiator pressure tester. My cousin ran it all last year in his oval track car with no issues
Anyone with some experience welding aluminum could do that, you can pressure test it yourself with a cheap hand pump, a hose fitting, and expandable core plugs
If the clearance needed is at least 1/4” away from the tubes, I could do it for you. Figure $100, plus the shipping.
