Looks to me like it was not the guy's first patch job on that frame. As bad as it looks, its probably a lot better then it was, and that patch might outlast the rest of the frame.
I've seen a lot worse patch jobs. The guy could have filled the empty space with expanding foam, then covered it with rubberized undercoating.
