    Never heard of a junking certificate before. Wisconsin doesn't have those. Wisconsin won't take a bill of sale, won't take a registration, you need a title to get a title at the DMV office.

    Apparently you can apply for a bonded title with some kind of process but I've never talked to anyone who did it successfully. It's generally only referred to as an option by guys trying to sell cars that don't have a title. They say how easy it'll be but they can't be bothered to do it ahead of time.

    As to bonded titles, I've done a couple in Texas. They are done often there. I know how in Missouri and have talked others through it, although it's not common there. I know some other states offer them, but I have no idea how big a hassle it is.

    The biggest thing to worry about is the history of the car. If you don't know it's history and why a title isn't available stay away from it. Just because you can buy a bond and get a title does not mean everything is good. You can lose the car AND pay back the bonding company (not what you paid for the bond, but the value of the car) if someone comes up with a claim on the car. And, depending on it's history you could find yourself with a charge of being in possession of stolen property. Bonded titles serve a purpose and can be good, but know why you have to do it.

    Wisconsin now has what they call a Barn Find Title. It is basicly a bonded title use in a hobbiest registration. You will still need to have it inspected once its completed along with reciets of major parts such as engine , trans ect. to actually get plates for it. The only advantage is that you have proof of ownership of the body while your finishing the car . The bond has to be carried for 5 years. You can sell the car in the mean time but the title will still carry the bonded title for the full 5 years and at that time it will receive a clear title. It is a pain in the butt, But it is doable . But with that said I took a clear Wisconsin title to the dmv for a off topic Cougar convertible that was last titled by the previous owner in 1980 and last registered in 1989. The women at the counter started him hawin around telling me I need this that and the other thing. I said what ever and went home and just mail in the standard title transfer info and had the new title back in less than 2 weeks. So much for customer assistance.

    In IL, this would be called a "Builder Title". They will accept a bill of sale for the body if the bill of sale has a vin/serial number and is signed by the seller. That vin/serial number will be run through the stolen car national search. You will also need a receipt for all the major components. You build the car, get it inspected, get it appraised, and pay the sales tax on the current value.

    Also, getting a bonded title isn't so bad in IL. There are things you have to do, but its not a long drawn out, or expensive prospect.

    Just keep in mind, any title/serial number you intend to register will be run through the stolen car national data base, (some leans on the title will also show up in that search, those would also have to be cleared up before a title is issued). I suggest you get that done before you submit the numbers to the state, so you will know what the state is going to find. Personally, I'd rather not submit numbers to the state that were reported as stolen, that can't have a good turnout. Gene
