Anybody recognize this?

This is attached to the dash of a '30 A coupe I just picked up.I've never seen one,so I was hoping another HAMBer would know if it was just a dime store trinket,or a regional club item...?Any ideas?

I think I'm gonna put it right back on the dash when I reassemble the car.I kinda dig the way it looks.Gives the car some serious Mojo..
