Anyone know how to decode an IL issued vin?

    Looking at buying a car with a state issued vin from Illinois. They cant find the title. Car has been sitting for 10 years. they will apply for the lost title b4 I pay for it, but I have the car and will fill out the paperwork for them and I need to know how it was titled to fill out the forms? I have part of the registration card, but need more info. Any sites to do this or any help would be greatly appreciated. Thanks

    They can go to the title office and request a copy of the title that is fully transferable. Their ID is enough to make the request in person.

    If the VIN was assigned by the state, there is nothing to decode. Manufacturers use the VIN to specify options, but a state issued VIN would merely be a serial number.
