We recently had a go around with the DMV on value/tax due on a older car .. they will check all older cars that could be valueable or collectable (at thier whim)..against a "Old Cars Price Guide" all cars will be rated a #5 or better.. they will not ***le / plate any "parts cars" (#6) regardless of purchase price with proof regardless of appraisal by independant party multi photo proof may not be good enough for thier valuation/ final say they will never return any original do***ents ever.. ever in this case we paid $675.00 for a NON RUNNING 67 mustang coupe V8 - stick needing interior and floors and ***t . body parts - all around its a parts car OR RUNNING A #5 the tax should have been the flat rate $10..but they figured it was worth over 3 grand (after viewing 7 quaility pics)and we owed another $195 in taxes.. as it stood the plates we had been issued for it were deemed invalid and the ***le had a lean against it so we could not resell it and we could not store it out side with the invalid plates.. they would not refund the plate money paid or return all the original do***ents ..... they do not"meet with the public in person or reveiw cars in person" My current price guide shows the #5 at $2850... add 10%for 390 or larger eng. they ***umed all V8s were these engines and added it on to get thier value.. (silly girls that won't look at things realisticly she swore "it must be worth that cuz they fix up old cars like mustangs on tv all the time OR WHY ELSE DID I BUY IT!") After reviewing the state statutes and printing out web site instructions from thier pages they referred me too. It took 3- 1 hour long calls and with them before a supervisor (a man RETURNING MY CALL) agreed that the value was less than the $3000...(never admiting any mistake by anyone.). THIS PROCESS TOOK 7 WEEKS they have now issued the ***le JUST SO YOU KNOW DO NOT HAND OVER ANY ORIGINAL DO***ENTS UNDERSTAND THE VALUE OF YOUR CAR BEFORE GOING TO DMV YOUR BILL OF SALE MEANS NOTHING FOR THE "VALUE" THEY TRUST THE SATILITTE OFFICE PERSONNELTO UNDERSTAND THE OLD CARS UNUSAL ***LING NEEDS AND GET THE MOST TAX $THEY CAN READ THE STATE WEB PAGE AND UNDERSTAND THE RULES AND BE PREPARED GOOD LUCK PAPERDOG
welcome to sunny MN's car hobby, been down this road too many times ,think its bad now ?, wait a couple years when the NEW rules take affect ,they were blocked by legal manuevering ,but it will be back rewritten you will have to take your car trailered to an APPROVED inspection station and have the VIN ,DOT legality and value visually VERIFIED
Minnesota has some of the stupidest laws around..Sorry , but its true. I just got back from spending my summer up there, lots of lake time and the back to the 50s this year was amazing. My pops has had many run in like your story with old basket case truimphs and BSA's. I guess its more important to tax the **** out of the good folks, so they can continue to give hundreds of dollars,to any piece of trash that falls off a bus, and cut to police force by 500, turning downtown into a war zone, and letting all of Somalia to claim "refuge" status in Minneapolis...gotta pay for the s*** to live off the good folks on my home state. Too bad your not here in AZ, not only do they have good folks at the DMV's, but its an open carry state as well!!!!
I just went throught the same **** with my 57 chrysler. I had to have a $700 car bonded for $4350? WTF. It cost me over $300 and many trips to the dmv. I finally got the ***le today. It has a big red stamp on it saying "sucured by surtey bond for three years from date of filiing" Whatever that means? Still waiting for the collector plates to show up. MN DMV ****s AZZ!
i switched the ***le for the 57 but was gonna go monday b/c tabs are fue to get a 57 plate registered to it.. i need to renew the 55 too.. will i have any similiar problems?.. before i just ***led them for 1 year under regular plates and then i was told to come back for the collectors. i need to get that binder ***led, sounds like i need to do it sooner than later... any suggestions? i aint got nothing, but maybe getting a notorized bill of sale yet, which can be done at a bank. i agree about downtown, used to do *****ie deliveries down there, its now a ghost town, pushed out all the small guys makin a honest buck, and got most of the skyline sittin empty, down on franklin in somali town, the tension runs high, seems more than usual.. a store owner i knew was workin and some guy came in jibber jabber'n callin him a white devil.. he goes "why the **** should i help you, i am just a white devil" guy got pissed and ran out... seems he didn't know he was a united states marine and served in somalia in demolitions and spoke the language fluently..... oooh rah!
you should be ok as they are already ***led ,I can get ya a bill of sale for the binder ,but its gonna be a long haul to get it all together ***le wise,your gonna get frustrated, but stick w it ,I have pics of every angle i think unless they got lost when the comp crashed.
I heard stories like these over the years, so when I went to get a new ***le created for my '53 F-100, I was mighty worried... it ended up being a piece of cake. Took little to no time, and the people at the DMV were quite helpful. Just my $.02 Ben
Well I Hope This Was A Fluke Thing I Am Sure That The "mustang" Was On The Hit List At The Main Office.. We Have Had Fair Luck Most Of The Time . I Was Just Trying To Get The Word Out To Youse Guys So You Don't Go "postal" On The Place The Mustang Is Going To Be Cut Up.. But We Needed Plates And A ***le So We Can Let It Sit Outside.. Just Trying To Comply With The Local Ordinances Ya Know.. If You Want Special Plates Like Historical -cl***ic - Street Rod They Have Limited Annual Milage And Such Built In Them So Don't Get Them If You Plan On Using Them On A Daily Driver.. They Can Be Revoked If Over Used ... Check The Use Statement Before Buying Them I Was Pulled Over Late At Nite And Had To Explain Why This Collector Car Was Still On The Road Cuz It Should Have Been At A Parade Or Goin To Or From A Show? So Guys Just Look Thru A Copy Of "old Cars Price Guide " For Your Ride (#5) So You Have A Little Back Up On The Value.. It definately makes a difference where you do your transfer's, I have been using a couple small townn places the last couple years w no problems ,but the local word here is NEVER use St Cloud's ,I've had WAY messed up dealings there in the past,every danged excuse in the book for more paper/foot work and tax fee's , The special plates issue IS a legit pullover reason - LIMITED milage - to+from shop ,VERIFIABLE club meetings ,shows + parade USE ONLY,says it plainly in the application. but people insist on trying it anyway.I used to work for a lrg towing company in St Cloud + we got about 6 tows a mo. on this issue - TAX evasion if ya can believe that **** . MN ****S sometimes
Be nice and friendly - and humble when you go to the DMV. Make sure they know that you're just trying to do the right thing and follow the rules. You'll learn to like it after the first few times. Per my reading of the application and statutes, there's no mileage or use restriction on pioneer plates (pre-36). How much are you really going to drive that old tin lizzy?
what is the exact process, pics of the vehicle and bill of sale and your good 2 go?.. i saw a collector plate on a 84 ish s10 blazer the other week, and thout geez, if thats a cl***ic... just wondering just how strict them rules really are....

im kinda scratchin my head here a lil. . . i was at the lakeville DMV this week to license and ***le the willys, went in, handed the lady my iowa ***le, asked about the vanity tab i wanted, she even filled out the form for me!!! she asked how much i paid for the truck, i told her what i paid restorit for the thing, she totals it all up, including TAX ***le and reg with vanity tags and was out the door in under 15 minutes and handed them less than $200 am i readin your post wrong or are they reading YOU wrong at the DMV?
Go in there, smile, be reasonable..... If they start giving you static, just get up and leave. Go back on a different day or a different shift, or to a whole new place. It all depends on who you are talking to that day. If its not going your way, change the venue. I've done a ton of hokey things at the DMV with no problems, with 20 year old out of state ***les and walked out with plates. You would be amazed at what you can get if you ask nicely. David
the ***le i used for the PU was last current in iowa in 70. . . so i agree with Dave... it CAN be done
My late brother in law had it down, he called it "country dumb" just tell them what you want to do, and ask if they can help you... and ask the smart and charming DMV person if they can help big 'ol dumb, smiling you get what you need. They want to help, they want to feel like they helped someone that deserves it. They also want to thing as easily as possible for themselves... if you bring everything in order, there are no (or only a few non-traceable) questionable things and their job is easy. If you went in on the day when that person just got reamed by their boss for letting some questionable stuff go on, you ain't getting sh*t done. It won't be anything you did right or wrong, try another day or another office. Then again, it could be the fact that you can carry a weapon in FL.
Certain cars are on a "hit" list in MN. The DMV has a list of cars that the state considers "valuable". They'll even show you the list if you ask. For instance, a 57 Chevy has a minimum ***igned value by the state. Even if you show them a picture of you handing the guy $200, you WILL be taxed according to the ***igned min. The list is wierd, some of the "valuable" cars make no sense. My dad's 66 Impala SS is on the list(Barrett-Jackson watch out!), while my 66 Caprice 2dr hardtop is not. I paid sales tax twice on my t-bucket. Once when I bought the parts, next when I licensed the car(the lady said that it was impossible to believe that my reciepts were accurate). To top it off, when my bond came through for the "***igned" value of $7500, they made me pay additional tax money before issuing my plates.
I got normal MN plates for my truck because <shudder to think> I actually plan on driving it! I had no h***les with getting the new ***le, and I started wondering if it's tough to get a ***le only if you're getting cl***ic, or streetrod plates? Ben
On my '56 I didn't have a ***le and had to have the previous owner fill out some kind of sheet stating that they sold me the car without a ***le and why. The DMV asked what I paid for it and I told them $600, they said the state may put a different value on it and that I may have to take out a Surity bond to protect the ***le for 3 years, but yesterday I received my new ***le in the mail, so am I off the hook or could I still get something else from the state?
The girlfriend did the transaction and is so sweet .. she always -always just does what is asked AND pays the fees... after the first letter asking for pics and info then the second letter came and they claimed the new value... thats when I called the DMV. They had it LEGALLY wrong and the people would not admit the mistake. THIS IS THE SECOND TIME THIS HAS HAPPENED TO US. We will pay the tax when we should and jump thru the hoops to get a clear ***le... we want to have the proper ***les and plates on our ***t. of cars/trucks I have had good luck too. I have had the DMV guy... wink and say" just have them sign the old ***le out in the car for you".... after I told him the guy was dead... HE HAD TO WINK TWICE.. I believe you when you say that a small DMV office on a slow day will help make it smooth.. I suppose we are on the list to watch ? Good luck to all those with thier own ***le issues !!!!!!!!!! I've gotten the wink a couple of times @ the old Bloomington DMV office too (98th between Penn and 35). Nice people. But, at least in my experience, this is far easier to do in Texas.
[Same happened to me in MN, about a dozen years ago.....and in St.Cloud. I agree with Mike, avoid Cloudytown like the plague.......arrogant and ignorant with an at***ude to match. Small town DMV stores are the place to go. I run regular license on my roadster; keeps the enforcers from having a reason to give me grief and it only costs 39.50 a year for the plates. The really strange thing about this whole MN licensing process is that they are really preoccupied with getting their tax, but they don't give a **** about what they hang a plate on. I got my frame and body licensed without anyone ever taking a peek at what I had or what I was doing with it. That's OK by me, but it sure shows that MN is more concerned about money than people.
i had a ***le for the 55 that was a south dakota last issued in 76 i think, and the 57 was las issued in 79 tabs. both were signed, i just have to have reg plates for a year, i told them i paid 500 bucks but i usually only pay a hundered bucks...lol.. and thats the tax i paid. i went to the dmv monday, had a 57 plate registered to the 57, it was only $8.50, hope they didnt screw that one up, i wasn't gonna complain getting out of there so cheap. i haven't read anything yet here, on how the process goes with no ***le?? i bought a 71 linc once, the dealer tried to hose me by forging the auction paperwork into my name to get the ***le, if you got notarized auction papers its a cinch, they told me that if i didn't have a ***le i had to set a court hearing and hope no-one showed up to contest the ***le, woulda cost me $250. had another friend do the picture route and file the paperwork to get his ***le. either way, i believe i gotta go to the main office in downtown st paul. seems the dmv at sears is a express line for the easy stuff. in the past i had cars un***led for many years, i had to go out to the car n have the"original owner sign" paperwork saying it wasn't driven to get away from paying back tabs.
