How low are you wanting to make the front end ?
We had a big , very long discussion on this very subject with a guy down in MD about a year ago . He was so sure about how this would be done no matter what we all told him that wouldn't work . He was told , as he tells us , that you could drop the frame down on the ground without a frame cut on the rear ! I think after too many of us telling him his design wouldn't work that he ended up laving . There really is no easy or sure way of doing this with stock parts since the upper and lower A arms are stamped steel . Not sure why you would need to weld another plate on it but that would cut your travel distance down I think . Many usually change the front ends to something else or get a kit to do it . I honestly don't think their will be a sure fix to get this done .
If you do a search about a frame drop you might find that discussion and get some answers there .

send me an email addy i'll send ya my pics of mine... it'll lay the frame & using stock a-arms but highly modified, prepare for a huge notch for your tie rods into the frame & Retro Jim is right notch is required for rear no matter what - i'm using 2600lb bags & they are flipping huge compared to the 2500lb bags

(EDIT) i just looked, check out my photo album, there are couple of pics in there to get the idea of what we did even though it was in mock-up stages
