Any old school tire shop ought to be able to. We used to spin em on the balancer, and just give em a whack til they were true. That's one of the beautiful things about steel wheels.
I'm keeping an eye on this thread because I have a set of aluminum wheels that needs this help and I'm located in South Eastern Wisconsin as well and I'd be willing to travel to Illinois for this service!
Depends on where it's bent. The rim can be handled with a big old hammer, but if the center section is tweaked, you'll need a press and some creative tooling.
I know it's not Wisconsin but Weldcraft in Plymouth, Michigan can fix, widen or narrow any wheel made from steel or aluminum. Give them a shout if you can't find anyone in your area.
We had digital refugee from the 70s that was "backup". Us shop guys knew not to trust it as a balancer, but it made a fabulous setup for beating rims straight. Any tire shop that's been in business for a couple decades probably has a similar setup, it's amazing how many rims are bent when you spin em up. Hell I've spun up my own rims and found em a half inch out of true and never noticed a thing from the driver's seat.
