I've rebuilt a couple thru the yrs, they're easy. It's just an air over hydraulic setup. They only have a couple o-rings and a cylinder fill with oil. Infact most have a screw on the side, pull the screw and refill with hydraulic oil. If the seals leak a little they get low on oil and don't work right. I bet yours is just low on oil. .
I typically **** weld. But.. flanged and overlapped rocker skins on my daily driver OT truck, lapped them in the flat on the sill plate. Ran a heavy bead of seam sealer at the edge of the inside lap and clamped it up, started welding. Also shot the entire inner rocker with epoxy thru an undercoating wand gun. We'll see what happens. Harbor freight air flanger - worked fine for the limited use I have for it.
