BLC lights what's the deal?

Ok, I really like the headlights with indicator lights on top. I am amazed at the prices the BLC's are fetching. What is the significance of these lights? Is it just hype that has inflated their price?
My next question is, Did they come stock on any vehicles? I have seen similar lights on some 30's utility vehicles, and what I believe is a dodge sedan delivery.
Also, I would imagine the price on the E&J's is due to their rarity. I've heard they use to be an item on the Jordan Playboy. Would anyone have a pic of this vehicle? I've always wondered what one looked like.

 

if you do a google image search on jordan playboy make sure you turn safe search off. there will be a couple of cars in there, but you may not notice them.
