Damn it who keeps dredging up these old threads. I have not yet gotten accustomed to the new format and just answer like a dummy.
The title bonding process changed in mid year 2011 in the state of IL and remains essentially unchanged, except the addition of a serial number/vin verification. My bonded title was probably among the first done under the "new" rules. At that time, there was no requirement for checking the background of a car or proof the serial number supplied was actually attached to the vehicle. I did a search on my car because I didn't want to spend money without a favorable outcome. I suspect there have been many problem vehicles that people have tried to get bonded titles for since then. It would be a logical thought process to require a title and vin number search before one would begin a bonded title process, and it would be logical to have the serial number/vin verified to the body being bonded. Sometimes even IL does some logical stuff, though it usually catches us by surprise. All the forms that would be required will be on the IL Sect of State web site under "Bonded Title". To assume everyone does not look at the dates threads were started is incorrect. Gene
