DOING A STUDY= we will stall as long as we can get away with it. You can bet if it were a spot where the Gortex brigade paraded around in their hiking boots and REI gear it and they were raising hell something would get doe though.
The land is actually owned by the American people. The BLM just is the agency that manages it. They are supposed to be working for us.
