Technical Brake drum grease shield ?

Is this what the square (ish) shape around the spindle on the F100 drum is called?....Can I remove it ?
Reason I ask is that I have Speedway '37 spindles and Speedway lower steering arm with their upper steering 'loop'. As you can see from this 'stock' photo the bolts that pass through have a low profile square head which lock if place against the 'guard' when used on the F100.
Problem I have is the upper steering hoop ends are threaded which means when you push them through from the back plates they will need nuts. I cant get nuts on the ends let alone turn them.
Then the lower steering arm takes bolts. The existing bolts wont turn (as thy kinda lock themselves in place in the guard) and when I use a regular bolt I cant get a socket or wrench on it cause of the guard.
The only idea I've come up with is to use button head socket bolts on the bottom which may work. But even if it does then I still have the problem of getting nuts on the upper steering hoop.
Hope I've explained this ok and any help/ ideas would be great.....THANKS GUYS !

I thought I read on a thread that it is not needed. It was there for old leather seals and with the new ones you can get rid of it?

  3. I always put tgem back in. Tge shield is thin metal, taking it out won't get you much for tge hoop arm. I have had the same issue witg the steering arms and just used Allen head cap screws/bolts and lock washers. Worked great. I went with allen heads because they were strong and easy to get in with the sheild in place.

With the better seals and grease that stays put better nowadays you will be just fine to leave it out.

I cut notches on mine so I could fit nuts on the top U hoop steering arm. I made sure to only remove the bare minimum. Every bit of grease I can keep off the brakes, I'm gonna do it.
