My dad and I are talking about buying a new frame for his 1938 dodge coupe. The body is painted, and the car was running, with a 302 4 spd. He decided to put a 340 727 combo in it. He bought the car with a Toyota front end subbed on it, and it is cut up and patched in other spots. Not looking to spend the money on a fatman, or art Morrison frame. I believe there are people that are just as good as them in smaller private shops. He wants to unbolt the body and bolt it back on to a new frame with the least amount of screwing around. The car has been down for 4 years already, so what are our options.

I would look for another good '38 Dodge frame and start over. At least you would know the body will fit back on correctly. Or repair/modify the frame you already have.
Seems like a custom '38 Dodge frame would be fairly complex to build thus very expensive.

I agree that finding a stock 38 frame and starting fresh would work out better. However if you have the budget and have your heart set on a brand new fabbed ch***is , industrial ch***is is run by the amazingly talented EL polacko here on the hamb.
