    If speedometer is indicating faster than actual speed, do you go up or down with tooth count

    You need to slow the cable RPM down, so up in tooth count.

    Standard speedometers are designed to display 60 mph at 1000 rpm. Calculate driveshaft rpm from gear ratio and tire circumference, then you'll have the ratio you need in the speedometer drive gears.
