Cosmo pomps will sell to the public , you just have to go to there shops . and he might also be able to get them thru his company also . I was going to reccomend them also , and they do recapping if you have a decent core for them to work with . just have to check what sizes they cap , as I know they do small pick tires ( 15")

185-70s are 2" or so short.

185-80-13s are the same diameter as the OE 6.50-13s.

I bought a set from diamondback WITHOUT their revulcanised sidewalks for my Vauxhall, they were around $85 each. This was 2 years ago.

That being said I'm probably going to end up using 6.40-13 Dunlops as per OE

This is a VERY obsolete size, they were basically used on Citations, Cavaliers up to around 1988 or so..etc...I don't think there's been a car built in 25 years that used them, and not many people are restoring base model Citations these days.

Oh, fair warning.. It's been a few years since the Firestones were built in that size, be VERY careful about tire age.

The smaller sizes are slowly disappearing from the brand-name shelves. Going to up the size of the wheels on the DD/road-trip Falcon. I don't want to run a tire that has to be special ordered, when I am out on the road, far from home.

Be careful when checking websites for 185-80-13 tires. Some of the ones listed are trailer tires.

Trailer tires are about the only thing still available in 80 series. A friend of mine runs them on his and they are actually a better tire than the standard car tires.

Biggest problem with trailer tires is no WW. Needed tires for my Corvair PU ,what was available was toooo damm short ,like driving around in 3rd gear. Answer trailer 215-75R 14s ,they drive beautifuly. A few minutes with a 2" sanding disk removed the offending for "Trailer Use Only " lettering. As I noticed when mounting them the sidewall defenltly felt heavier. Several K miles later still working fine.
