Almost everything but the tires looks at least 60 years old. Locked in time.It would be hard to duplicate that level of period correctness in a new build. So without a doubt, worth more than the sum of its parts. But it seems like he's asking for Mechum money at nearly 30 grand.
It's cool, I feel like this would have been considered a pretty high end build in 1958. A few details must have been later additions if the '58 date is true, including the aforementioned shifter and that steering wheel, and the press-pleated upholstery, but nothing that ruins it, typical hot rod upgrades for a car that was hopefully driven a bit.
