Hot Rods Chrome Lug Nut Plate?

I keep seeing people with Black smoothie wheels on their rat rods with this awesome looking chrome plate behind their lug nuts. I think that this plate is for a center bullet as well, but I'm truly not sure. I've tried to search for the plate on the internet but I don't know what it's called and simply can't freaking find it! Does anyone know what I'm talking about and what the heck it is called? Thanks
