saw these flat center caps the GNRS this year and was wondering if anyone knows where to get em or if they had ideas on something similar, thanks for the help

So how exactly do these attach? The hex key and threaded bars have me confused.

I am going to be making a similar piece out of aluminum that will get polished, instead of being stamped and chromed steel. they will share the same outer profile but be slightly different internally to substantially cut costs.
