cleaning an old oil tank

    I have a small oil tank that was powder coated with a bit of oil inside it. the oil burnt up during the cooking process and turned into a black crud on the inside of the oilcan. Any suggestions on cleaning it out. It's a small 5 quart oil can. I tried metal etch, acetone, gasoline. Maybe diesel fuel and some bolts?

    If you don't care about the coating on/in it, put it in an oven at 450 (the initial cure for the powder temp), then, take it out with gloves, , plug up the holes with silicone cone plugs, and pour some POR15 "metal ready" in it. Add a couple of nuts/bolts,..., shake it around a lot after putting the stuff in there. This has to still be hot! Should get most of the **** off. Then, take it to a radiator shop and have them "boil" the rest out, then coat it with their sealer.
    Worked for me on a motorsickle oil tank.
