Sand off clear and most/all basecoat. Prime, scuff, seal re-shoot base-clear.

    Hey,

Is this a solid colour? If so, you may be able to feather back the clear,
lightly scuff the colour coat and reshoot, jus' the clear. If it's a metalic,
mica or pearl based colour coat than I'm feared you're screwed, and a
complete refinishing of the base coat and clearcoat is in order.

Your going to have to get the peeling clear off and shoot a coat of base and re-clear. Use a top quality clear (PPG concept urethane, Dupont chroma premier, Glasurit or Sikkens) otherwise it will do it again in a couple of years. The difference in cheap and expensive clears is the UV protection. Thats probably why your paint is peeling.
