ford 4os 3 speed. when looking through inspection cover pedal slightly depressed throw out hub rotates then no clutch wondering weather bearing slightly seized or need stronger return spring

I would think that if the TO brg hub is rotating it is not being secured into the fork indicating that the internal return spring is either not hooked or broken?

The throw out bearing hub has flats on the side and rest between the two fingers of the throw out fork and can rotate if it did rotate the small return spring would be ripped off. With the pedal at rest and back against it's rubber bumper there should be about 1-1/4" of free play (adjustable) at the pedal pad before the bearing touches the fingers of the pressure plate and the bearing starts to rotate on the stationary hub.
