Why don't you get some 40 chevy wheels and drill out the rivets and turn the centers around. Line up the rivet holes and turn on a lathe or your front hub with a dial indicater to make sure the are straight and first plug weld the rivet holes and then run a bead weld on the back like they do for later steel wheels. wheels should be 16x5 5x4 1/2. https://www.ebay.com/itm/1940-FORD-CHEVROLET-ORIGINAL-WHEEL-16-X-5-5-ON-41-2-/162224844898
I bet if you check around there is a shop that can change the offset on a steel wheel. I don't live in a big city and there is even a shop here that will do it. (No, I simply do not trust myself to get it right).
