    First, try getting it wet with warm water and sliding it along the surface of the bumper, like sliding a water decal off paper... That works like a charm for lifting/sliding plaster off smooth nonporous surfaces.
    Should work for cement too, depending on how long it's been set.

    Plan two would be to chip it carefully with a chisel or expendable knife. but DON'T hit hard enough to cut thru to the chrome, and don't scrape the chrome with anything metal either.

    Try vinegar and water, that helps. I have to use muratic acid and water sometimes to get cement off of brick. Try it on a spot that does not show.TP

    Just be happy you're not trying to get chrome off of cement..now THAT'S tuff!!!

    Hot water, and light pressure, that shit will scratch your chrome in a newyork heartbeat.
    Stay away from muriatic, it will eat your chrome.
    If it is lumps rather than watery splatter try a little heat on the concrete then tap it.
    Blow off dust rather than wipe.
    Infact I like the idea of a little heat more than hot water.
    Don't use any kind of polish, the silica will mix into a grinding paste.
    Kick shit out of your neighbor.
    Won't get the cement off, but will make you feel better about it.

    Had to do the same on the hood of my buddy's truck. Splatter from industrial plasticized concrete. We used a wooden block to gently tap the chunks off then went to the carwash and used the super hot power washer. The wood doesnt scratch or scrape like metal.
