Turret Punch press is common for these jobs. Amada is the go to manufacturer but there are others. You can cluster them if you can pay off the tooling and the machine has enough tonnage. I worked a project for dimple tread pattern in 3mm steel for walkways, had to be a specific design, not industry standard. The most I could get was a cluster of 4 and that was only on certain machines. So you trade off cost of running on a large machine versus smaller, and tool change time, even with the 4 cluster you had to run back thru with a single and fill in the pattern.
