Does anyone know what this is?

A guy at work had this picture and is trying to figure out what kind of car this is, and whether or not that hood ornament is actually attached to the car or something behind the car. I know somebody out there will know this and I apologize if it's really easy. Thanks a lot.

 

Late-'20s Whippet? Fenders sure look similar.

I know the car is not a Packard but that sure looks like the Packard Goddess of speed ornament .
