Yes it does, remove all the trim mouldings from around the windshield inside, there is a bolt at each end of the dash remove those and it will lift out after you have disconnected all the wiring and the speedo cable,to save yourself some grief I suggest taking some masking tape and put some tabs on the wires and marking them so you will know where they reconnect, this is also a good time to replace those 6 volt bulbs with 12 volts.I also highly recommended you contact Retro Jim via pm and get the parts CD which has exploded views of the entire cars parts so you will know how to dis***emble and re***emple everything on your Ford about the best $10 you can spend on your project, that way you can print a copy and take it right to the garage for reference.

There are a series of tabs under the windshield trim with maybe 5 or 6 screws, then 2 large bolts on the bottom edge (one on each end) and the two column drop bolts. If you want to remove it completely you'll need to remove the column, or at least the wheel, but if it's just for wiring I was able to pull mine out enough to get extra clearance without removing the column or wheel. Just make sure you don't have anything wrapped around the wiper arm or brackets before you pull it out or reinstall it.

yes, I just took mine off yesterday as a matter of fact. Remove the lower windshield trim and the post moldings to prevent damage, Two bolts on the bottom of the dash, (on each end - next to the door........... Errr, hell, I'm just restating what Echo said... lol, just follow what he said.. Be careful though, I found it to be a pain in the *** to get all the wiring, cables unplugged and out of the way. The cable for the wiper motor gave me a bit of a problem, I had to unbolt the wiper motor in order to get to the screwset for the cable. Just take your time and if you're not a "wiring Guru" I would make it a point to tape and label all your wires and locations as you go. Makes it a lot easier at re-***embly.
